Beginners • Not sure about which came first

I need to install motioneyesOS on a RP4. Do i only need to install motioneyesOS, plug it into the pi and rock and roll, or do I need to first install Ras Pi OS using the imager and then install motioneyesOS on top of that. The instructions at the below URL were not real clear on it.
