Beginners • Trouble with drivers and screen tearing on Pi3

Hello,

I got a PI3 out of a drawer that i wanted to play some videos on, nothing over SD quality and running at basically the lowest resolution possible, however most of my attempts have resulted in Raspberry Pi OS being a screen teary stuttery mess in both the desktop and VLC, especially in full screen.

I've come as far as suspecting the video/display driver being the old legacy one instead of the newer one, one of my attempts (it seems after an update something seemed to click into place) had everything working close to perfect with super smooth full screen video, which is all i need it to do, but then upon diving into the cmdline.txt file to tweak the overscan area a bit, it didn't boot, fixed what i thought i commented out on windows, but then back to having screen tearing.

Thought, whatever, i know what the issue is now, i'll just start from scratch and update it in the same ways, so i can learn all the steps to make it work. I updated and tried my best to set the settings the same but i can't after hours of troubleshooting get it back to playing like it was, it seems to stay on the old video driver, even though the new one is in the cofig.txt and not commented out it seems.

Even tried another pi3 with another SD card and another TV but i can't get the video driver switched again for the life of me. it stays on the old driver that has the overscan options in the pi configuration tab, which i vividly remember being absent when it randomly switched to the new driver.

I am running the newest 64-bit image from the flasher, with all the updates applied (i think?) all prompted ones installed at least, with a fair few sudo update commands tried as well.
feel like i've tried it all, any help would be greatly appreciated :?
