Troubleshooting • PI 5 Composite Video seems to be displaying as 16x9

Hello,
I am trying to get composite video working on my CRT TV. I have used raspi-config to enable composite video. It is currently displaying, The login screen and desktop environment are displaying in 720x480p 16x9 and it is cutting off the sides of the screen. If i go to
start > Preferences > Display > Screen Configuration
it says the display is set to 720x480, instead of 720x480i.

If i open a new tty ctrl+alt+F2, the tty displays on the screen correctly. If i then log in and run startx, it displays correctly and the resolution in Screen Configuration says the resolution is 704x432i, witch seems to work well to frame the screen without over scan but i cannot make my vlc player full screen while playing a DVD. If i login through the login manager, it displays 16:9, VLC will go full screen but the 4:3 video is squashed. Not sure what is going on or how to fix it :(

I'm using a standard NTSC CRT TV
