Camera board • Not able to reduce sensitivity of sensor to remove image noise

I am taking pictures from the sky and a building during a clear day and I am noticing the following.

If I point the camera directly towards the sky lots of fragments appear in the image that are visible after doing Sobel filtering ("Image clear sky"). However, when pointing towards a building, the artifacts are not present ("Image building").

When pointing the camera to the sky the lux reported are way lower than what I get when pointing the camera to the building. As a consequence, the exposure determined by the algorithm is set to a much higher value in the former scenario. Is that intended behavior?

Also, I've tried to manually fix the exposure time and analog gain ("Image clear sky with low exposure enforced") and the fragments are still present. What else can I do to lower the sensitivity of the sensor?
