Beginners • how to set time manually

The thing I don't understand is the clock in the top bar. You can set date, but you can't set time. So at boot I start with some random clock figure. Only when I'm connected to the internet I get the right time, but I'm working also without internet and in those cases I want the right time which is important for stamping your files.
I use a Pi400, I do almost everything with it, bit it has no facilities for an RTC option. I can't find a program which fixes it, can't find a better option for the bar. Did look into a Debian reference, but no solution in that manual. Any options?
