I am reaching out to the forums after having searched the internet up and down for a solution, nothing worked.
I am running:
- Raspberry Pi 4, with a 128 GB SD card
- 64bit OS flashed onto the card today (and reinstalled and cleaned multiple times, I attempted it over 20 times)
- connected to router through an ethernet cable which I have tested repeatedly, it works flawlessly on other devices
I do not know the IP address of my Rpi, hence I used the Advanced IP Scanner, but it only showed me the IP of the router and of my own PC. I tried pinging the pi but only got this:

Furthermore, this pi ran yesterday when I was running 32 bit Raspbian from 2020 on it. It was connected the same way. It responded to ssh and worked via VNC flawlessly. The issues came with new OS install.
I am sure I forgot some detail, apologies about that, I am not the best with computers. I will add any info necessary. It seems that it is simply not on the network. Any ideas?
