General • Faulty batch of pico's?

I have a problem with Pico boards (2020) that seem to be for a specific set .

I have many of these boards with on the back there are the following 'codes'
OC-136
94V-OH
xx20 or xx21

I have tested many of them now (more than 20) and found that for all the boards with xx21 the communication on I2C0 does not work
All the ones with xx20 do work.

What is going on?
